Probability of Snow
The Hydrometeorological Prediction Center issues probability forecasts for significant events (ie. flooding, snow, heat, etc). Here is the official probability outlook for Wednesday's rain/snow event. Notice, there is a high chance of seeing 4 inches of snow accumulation for Southern Wisconsin with a 40% chance of Rockford seeing 4 inches. The second image shows the probability of at least 8 inches of snow falling with this system. Notice how the chance is smaller, but still there. Southern Wisconsin has a 40% chance of seeing 8 inches of snow. The third image shows the potential for 12 inches or more. While it's a long-shot, it's still a possibility for Southern Wisconsin.
UPDATE: The National Weather Service will likely be upgrading the Winter Storm Watch to a Winter Storm Warning with their 5pm update. They say "the best potential for 6 to 10 inches of snow...with locally higher amounts...looks to be northwest of a line from Dubuque Iowa to Milwaukee." -ERIC

Yeah.. I hear it's supposed to be snowing here in Madison right about the time I have to head over to KO for our department meeting.
