From the National Weather Service in Davenport:
We discovered the problem with the cedar rapids readings. apparently when the power company cut power to the 500-year flood plain there in Cedar Rapids, the gauge went down. it does have a battery backup bit it didn't kick in. i have spoken with the u.s. geological survey and they have a crew en-route now to the gauging site. they have another battery and hope to get it hooked up. problem is, it is very dangerous at the site due to the flooding. they will have to reach it by boat and the current is very fast there. no guarantees on if they will be able to reach the gauging site. the usgs said that they would let us know this evening if their efforts were successful.
